The following column was written in response to Chris Selley's opinion piece of July 17, titled Why does Bombardier ride for free?
In Canada, only Quebec and Ontario are authorized to impose up to 25 per cent local-content requirements; and in many cases, they don't even apply it.
Bombardier Transportation is a highly innovative rolling stock manufacturer with nearly 40,000 employees worldwide, hundreds of contracts on every continent and a backlog of $34 billion. In Canada, our products safely move three million riders daily, mostly Ontarians, thanks notably to the hard work of our 2,700 employees in Thunder Bay, Kingston and Toronto.
We recognized that, for a global company like ours, the execution challenges and delays we experienced in Ontario were unacceptable. We are truly sorry this happened at all, let alone in the country we call home.
With high volumes and complex contracts, issues can happen. That is the situation for us and our competitors, like we see elsewhere in Ontario.
Currently, we must deal with a high local-content requirements threshold in the United States, which is now at 65 per cent, soon to be 70 per cent due to the Buy America Act. Thresholds are at 60 per cent in Brazil, 65 per cent in South Africa, 75 per cent in India and up to 90 per cent in China.
